This needs a lot of work.
I'm no genius animator, I've only done one submission myself, although I can give you a lot of pointers.
During some scenes, the characters switched layers a lot. Try to keep people on one layer, it makes things run smoother.
Definitely work on the graphics. Might I suggest instead of having him teleport from one place to the next, use a motion tween? A motion tween will just fill in the frames, and you can remove frames to make him move faster.
INCREASE THE FRAME RATE. Stick figure animations, to make up for the lack of graphics, should have a faster frame rate to make the action seem more intense.
Work on the dialog, also. If you work on the spelling, make the text a bit smaller, and then put it in an actual subtitle bar, then it'd be a lot less distracting and a lot MORE professional looking.
You have a lot of potential, but don't think there isn't room to improve.
